About SUERF
The Association
SUERF – The European Money and Finance Forum was established on 25 November 1963 in Louveciennes, France by a group of academics and bankers from France, the United Kingdom, the Netherlands and Belgium. SUERF is a network association of bankers, central bankers, other practitioners in the financial sector and academics. The focus of the Association is on the analysis, discussion and understanding of financial markets and institutions, the monetary economy, the conduct of regulation and monetary policy, and related issues. Its events provide a unique European network for the analysis and discussion of these and related issues. SUERF has evolved as a forum for the exchange of information, research results and ideas.
As such, its membership embraces central banking officials from most European central banks the Bank for International Settlements and the European Central Bank, commercial bankers and other members of the financial community, and academics. There is a clear advantage in facilitating dialogue between the different constituencies so that each gains from the perspectives of the others. Members are drawn from all over Europe and beyond.
The SUERF Mission
Since its creation in 1963, and through the unique perspectives that the different constituencies represent, SUERF has the capacity to make significant contributions to research, scholarship and understanding of key issues in public debate about financial markets and institutions, regulation and monetary and financial policy. This remains the central mission of SUERF. It is evidently the case that the European dimensions to all aspects of money and finance has increased and will continue to do so. In addition, these issues are becoming increasingly significant to countries in Central and Eastern Europe. To reflect this, SUERF has recently established a strategic priority to further extend its activities and membership in these countries.
SUERF takes no public position on any issue. Rather, the aim is to offer a forum for high quality, authoritative and informed analysis and debate of issues of relevance to European money and finance.
Objectives
The objectives of the Association are:
- To promote contacts between practitioners (whether in the public or private sector) and academics, and to act as a forum for the discussion of monetary and financial questions;
- To sponsor and publish original research in these areas by both academics (experienced and younger) and practitioners;
- To organise international meetings, focusing on topics central to its members' interests and, where appropriate, in combination with other like-minded bodies.
Becoming a Member of SUERF
The Association has Corporate Members (central banks, banks, other financial institutions and public sector agencies), Academic Institution Members (AIM), Personal Members, and a small number of distinguished Honorary Members. Corporate Members are, for the most part, financial institutions and currently number around 100 including many major European financial institutions. A small number of non-financial corporations are also Corporate Members.
Currently there are around 330 members, who range from academics, financial market practitioners, central bankers and supervisory officials as well as individuals with a general interest in monetary and financial questions.

- A free copy of each SUERF Study immediately it is published.
- A substantial reduction in participation fees for SUERF Colloquia for all individuals from member institutions. New Corporate Members are entitled to send one free participant to the Colloquium held after becoming a member. The next Colloquium will be held on 11-12 May 2011 on “New Paradigms in Money and Finance?” in Brussels, Belgium.
- Invitation to all SUERF events (including the Annual Lecture) virtually all of which are free of charge.
- Advance notice of all events.
- Copies of the SUERF Newsletter which appears in the Spring, in the Summer and at the end of the year.
More generally, Members become part of the valuable and well-established SUERF network and can participate in, and influence, its programme and activities. Events are open to all staff members from a Corporate Member or academic institution.
The Activities of SUERF
SUERF has an active and varied programme of events designed to be of relevance, value and interest to its Members. The main activities are:

- Publication of SUERF Studies
- Newsletter
Meetings and activities are held throughout Europe. All seminars, conferences and publications are designed to be of interest and relevance to the main constituencies of the Association. Among its other activities, SUERF may participate in seminars and meetings jointly organised in collaboration with other organisations where SUERF can supply either speakers or qualified participants.
SUERF Colloquia
SUERF Colloquia are organised every eighteen months, alternatively in Spring and Autumn at various locations in Europe. Colloquia are devoted to a single central theme. Discussions take place on the basis of papers distributed well in advance of the Colloquium. Authors of papers are either invited or are accepted after submission of their paper in response to a widely published Call for Papers. Each Colloquium includes a number of Keynote Addresses given by people of distinction in European finance and the Marjolin Lecture.
Each Colloquium has a mix of plenary and Commission sessions. The central theme is split into smaller Commissions in order to discuss the papers on an intensive, specialised basis of 30-50 participants. The Colloquium concludes with a general debate on the policy issues that have arisen from the discussions in the Commissions. The conference also offers opportunities for participants and their partners to meet at social activities organised by the host country.
SUERF colloquia have been organised in sixteen countries: Austria, Belgium, Denmark, England, Estonia, Finland, France, Germany, Hungary, Ireland, Italy, Luxembourg, Portugal, Spain, Switzerland and the Netherlands. Twenty eight Colloquia have been organised to date. An overview of the themes of previous Colloquia can be viewed here. The Colloquia have invariably been very successful as they attract speakers of the highest quality including many central bank Governors.
SUERF Annual Lecture
At the invitation of SUERF, distinguished financial economists, public officials, central bank governors and other leading authorities in the world of finance give an SUERF Annual Lecture. Details of the lectures given since 1992 can be found here.
SUERF Conferences
SUERF jointly organises two to three conferences per year in conjunction with a kindred organisation and its members. Past events can be found here.
SUERF Seminars and Workshops
SUERF seminars are held from time to time with the aim of bringing together members from the different constituencies to discuss a topic of immediate practical relevance. SUERF also holds Workshops, where formal papers are prepared, presented and discussed.
Publications
SUERF has a substantial active publications programme and has always been active in publication and further dissemination of original research, currently through the SUERF Studies.
SUERF Studies
The SUERF Studies series has been running since 1997, and volumes appear on a regular basis. A list of SUERF Studies can be found here. All SUERF Studies are refereed by the Editorial Board of SUERF and are catalogued in the Journal of Economic Literature and JEL on CD, e-JEL, EconLit and RePEc. SUERF Studies are uniquely designed to be of relevance and interest to the various constituencies of SUERF and are distributed free of charge to members of the Association.
In addition to Colloquium books, four series were issued in the past (languages in all series are either English or French).
- SUERF Series, consisting of original articles published in English (Series A) or in French (Series B). 55 articles have been published.
- SUERF Reprints of articles already published elsewhere, but which deserve a wider circulation. Some 29 articles have been reprinted.
- SUERF Translations of articles published in a language other than English or French: 3 have been published.
- SUERF Papers on Monetary Policy and Financial Systems. This series covers both original articles and selected reprints. With its specific focus the series supplemented the broader SUERF Series published since 1971.
Library Subscription Service
In 2004 a Library Subscription Service (LSS) was established to enable university libraries (and libraries of non-profit research institutes) to subscribe to receive copies of SUERF Studies. At least four Studies are published each year though if more are published in any year libraries receive the full number for the same subscription fee.
SUERF Newsletters
SUERF publishes a Newsletter three times a year, containing information on forthcoming events, reports on past events, publications, book reviews, news from the Council of Management, and the Annual Report.
Corporate Governance
SUERF is governed by its Articles of Association which are ratified by the General Assembly. The Articles have been lodged in the Journal Officiel and a copy is available from the Secretariat in Vienna. SUERF is legally incorporated in France as a non-profit Association under the law of 1901. The full-time Secretariat (including the Secretary General and Executive Secretary) is located at the Oesterreichische Nationalbank in Vienna.
SUERF is very much a member-based Association. As such the Council of Management is anxious to respond to the views of its Members with respect to all aspects of the Association’s activities. The General Assembly offers an opportunity for members to influence the activities of their Association. In addition, Members are always free to offer comment and ideas to any member of the Council or to the Secretariat at any time.

The main organs of SUERF are the General Assembly, the Council of Management and the Secretariat.
The General Assembly
The ultimate governing body of SUERF is the General Assembly which meets at least once a year. All Members have the right to vote at the General Assembly. Alternatively, they may vote by post or proxy. It is the General Assembly that elects members of the SUERF Council of Management and which establishes the general policy framework of the Association. It also approves the annual accounts.
The Council of Management
The Council is the executive body of the Association. It may number between 9 and 20 members and each of the main constituencies is represented. Members of Council are elected by the General Assembly to serve for three years; they may be re-elected.
Secretariat
The day-to-day administration and planning of SUERF is conducted by the permanent Secretariat located at the Austrian Central Bank in Vienna. This includes administration of SUERF events and publications and correspondence with Members. The staff of the Secretariat includes the Secretary General (part-time and unpaid), Executive Secretary (part-time) and SUERF Secretary (full-time).
Finance
The financial resources of the Association derive mainly from the annual subscriptions of members. For Personal Members this is set at present at Euro 50. For Academic Institution Members (AIM) the subscription fee is Euro 200 and Euro 250 for non-European AIMs. For Corporate Members and the Central Banks that support SUERF there is a base rate of Euro 1,000 annually. The last-mentioned groups provide the bulk of SUERF’s resources. The Library Subscription Service to university libraries is Euro 250 for Europe and Euro 300 for non-European university libraries. SUERF also receives royalties on sales of the Colloquia volumes, special contributions to assist in the financing of its Colloquia, and other sponsorship receipts.
The main categories of expenditure are the cost of publications, financing the organisation of Colloquia, and expenses relating to administration. The Budget is prepared annually by the Treasurer and approved by the Council. Actual expenditure is subject to scrutiny by the General Assembly, to which the Treasurer reports. The accounts of SUERF are audited annually by a chartered accountant.
Annual Report
An Annual Report is published by the Council of Management and included in the Spring Newsletter of the following year.
