At the colloquium the central theme is split up into smaller commissions, permitting to discuss the papers on an intensive, specialised basis in groups of 30 to 40 participants. The colloquium concludes with a general debate on the policy issues that have arisen from the discussions in the commissions.

The conference also offers opportunities for participants and their partners to meet each other at social activities organised by the host country. A selection of the most topical papers, presented at the colloquium, is published afterwards by Routledge.
